The town of Babylon said it will foot the bill for its residents who make their homes more energy efficient.

From now on, if you build a new home in Riverhead, Babylon or Brookhaven, you must use energy efficient materials such as compact fluorescent bulbs, extra-paned windows and extra insulation.
